The Standing Committee of Sichuan Provincial People's Congress promulgated regulations on family education promotion during a media briefing, on August 14, in Chengdu, capital of Southwest China's Sichuan Province. The regulations took effect on September 1. The regulations specify the contents of family education, including ideals and beliefs, moral qualities, mental and physical health, and safety education.
The regulations stipulate relevant departments/organizations should intervene if parents and/or guardians reject or neglect their family education responsibilities, or illegally obstruct other guardians' education of minors. The departments/organizations should also urge parents and/or guardians to receive family education guidance, when necessary.
The regulations encourage enterprises, social organizations and public-welfare institutions to provide family education services. The regulations also encourage residential/villagers' committees to include fulfillment of family education responsibility, fostering fine family traditions and minors' protection into villages and communities' codes of conduct.
The regulations also stipulate governments, at and above the county level, should organize departments and organizations, including education, civil affairs and women's federations, to establish a warning and assistance system for families failing or losing the ability to educate children.
During the media briefing, Yang Hui, Vice-President of Sichuan Women's Federation, said the federation will promote the building of a universally beneficial family education service system. She added provincial-, municipal- and county-level family education guidance organizations will be established, and family education public lectures will be held.
