Jiao Yang, former director of the Shanghai Press and Publication Administration and deputy director of the Publicity Department of the Communist Party of China's (CPC) Shanghai Municipal Committee, was elected as a member of the All-China Women's Federation (ACWF) Secretariat at the 11th National Women's Congress held from October 28 to 31, 2013. Jiao is also the president of the Shanghai Women's Federation (SWF) and secretary of the SWF Party leadership group. Jiao is a deputy to the 18th National Congress of the CPC.

Jiao, Han nationality, was born in Longkou, east China's Shandong Province, in August 1957. She started her career in October 1974. In November 1976, she joined the Communist Party of China (CPC). Jiao graduated from Nanyang Technological University (NTU), Singapore, and holds bachelor's and master's degrees.
