The Standing Committee of the 14th Shanxi Provincial People's Congress recently adopted Shanxi's revised regulation on the implementation of the Law on the Protection of Rights and Interests of Women. The revised regulation took effect December 1, 2025.
To strengthen the protection of women facing difficulties, the regulation clarifies a complete, tiered and classified assistance system should be established to enhance the assistance received by women living in households receiving a subsistence allowance, and/or who are living in difficult situations.
The regulation also requires improvements be made to multilevel eldercare services, especially in terms of the daily care, emergency aid and mental support provided to elderly women.
The regulation stipulates how rural women's rights — especially to participate in the election of grassroots people's organizations (for self-governance), the formulation and revision of village (community) rules, and consultations involving major affairs, such as rural land contracting — are to be protected.
To strengthen protection of women workers' rights, especially those who are working in new employment forms, the regulation requires the standards for women's work hours, wages, social security and medical checkups must be based on relevant laws, and decided through group consultations. E-business enterprises are required to take into account women workers' opinions and physical conditions when formulating rules and algorithms for their e-commerce platforms.
The regulation stipulates people's governments, above the county level, should establish complete, joint-conference systems for marriage and family dispute prevention and resolution. The governments are also required to establish systems for sharing and managing coordination of information.
The regulation also prohibits any organization or individual from infringing women's legal rights and interests via the Internet. Women and/or their relatives who are victims of online infringement have the right to ask online-product and -service providers to take effective measures to protect the victims' rights and interests. Online-product and -service providers should be supervised by governments and society, and they should resolve public complaints timely and help relevant departments manage relevant information, in accordance with laws.
