Women's federations, at all levels, in Northwest China's Gansu Province have made achievements in integrating their women's rights-protection and marriage-related-mediation services into comprehensive social governance.
To date, 21 city/county-level "12338" women's rights-protection-service centers have established service counters in local comprehensive social-governance centers. Of the 1,551 marriage-mediation offices run by executive members of women's federations, 313 have established service counters in county/township-level comprehensive social-governance centers.
Workers from the women's rights-protection-service centers and the marriage-mediation offices provide one-stop, professional services, including legal consultations, psychological guidance, dispute mediation and legal aid, at the service counters.
City/county-level women's federations have clarified the missions and operational mechanisms of the service counters. Workers at the counters mediate simple family disputes quickly, and they ask professional organizations to help solve some complicated cases. When they deal with cases that are hard to mediate and/or involve risks that affect social stability, they report the cases to comprehensive social-governance centers.
Women's federations cooperate with public security departments, procuratorates, courts and other relevant authorities in assessing risks, exchanging information and dissolving disputes.
The federations have also organized teams, composed of professionals, including lawyers, family issue consultants and mediators, to provide services at the service counters.
