The Second Shanghai Cooperation Organization (SCO) Forum on Women was held in Bishkek, Kyrgyzstan, from May 15-16, 2019. More than 130 participants, including women leaders from SCO countries, heads of women's organizations, experts, scholars and officials of SCO's secretariat, attended. The First SCO Forum on Women, held in Beijing in 2018, formally launched women's exchanges and cooperation under the SCO's framework.

Kyrgyzstan attached great importance to the Second SCO Forum on Women. The country's Prime Minister, Mukhammedkaliy Abylgaziyev, delivered a speech during the opening ceremony. Xia Jie, Vice-President and Member of the Secretariat of the All-China Women's Federation, also spoke during the ceremony. Xia promoted Chinese President Xi Jinping's thought concerning China's foreign affairs and his importance speeches related to SCO. Xia outlined the Chinese Government's measures for, and achievements in, advancing women's all-round development. She called on SCO countries to strengthen cooperation, participate in the construction of the Belt and Road and promote the building of the community with a shared future for SCO countries and for mankind.

During the forum, participants discussed women's participation in the balanced development of the regional economy, investment in health and education, regional challenges in raising women and children's status, and equal access to innovation and opportunities in the digital era. Participants said they hoped to use the review during Beijing+25 (the 25th anniversary of the United Nations Fourth World Conference on Women) as an opportunity to advance women's development and reach more fruitful results. Three members of the Chinese delegation, headed by Xia, spoke during the discussions. The Chinese delegation promoted to write "the building of the community with a shared future for SCO countries and for all mankind" into the forum's outcome document.

In Kyrgyzstan, Xia exchanged work experiences with Altynai Omurbekova, Kyrgyzstan's Deputy Prime Minister, Gulshara Abdykalikova, Kazakhstan's Deputy Prime Minister, Tanzila Narbaeva, Uzbekistan's Deputy Prime Minister, and Aizada Subakozhoeva, SCO's Deputy Secretary-General. Xia also communicated with representatives from several countries, including India, Pakistan, Russia, Belarus, Iran and Azerbaijan. Moreover, she had an in-depth discussion about women's communications with Zamila Akbagysheva, President of the Congress of Women of Kyrgyzstan.
