Luanzhou City of North China's Hebei Province has explored new voluntary services, striving to build a volunteers' team that is always ready to serve the public, and completes the "last mile" in publicizing, educating, caring and serving the people.

The city has built a municipal-level civilization practice center, 14 town- and sub-district-level and 346 village- and community-level pilot stations, to enrich the people's spiritual and cultural life.
