The public security authorities have issued about 95,000 warning notices involving domestic violence over the past five years and prevented the escalation of such violence, an official said on Monday.

Local police have strictly implemented the Anti-Domestic Violence Law and other rules, and issued such warnings or held perpetrators to justice, said Li Jingsheng, director of the Ministry of Public Security's public order administration department.

"Domestic violence infringes upon the personal rights of women and children, destroys equal and harmonious family relations, and affects social harmony and stability. It is the 'cancer' of modern civilized society," he said at a news conference in Beijing.

The conference was held shortly after the State Council Information Office released two 10-year plans on women's and children's development.

The women's development plan called for a cross-departmental office to coordinate the efforts of curbing domestic violence and make judicial interpretations of the Anti-Domestic Violence Law, which came into force in March 2016.

It said a community-based monitoring mechanism will be created to help detect and report violence against women, and improve service at shelters.

The approval rate of personal protective orders will be increased, and such approvals will be issued in a more timely manner to protect the victims, the plan said.

Psychological rehabilitation therapy will also be made available to perpetrators and victims alike, and authorities will also pay return visits to such families, it added.
