Huang Xiaowei, Vice-President and First Member of the Secretariat of the All-China Women's Federation (ACWF), met Svetlana Orlova, President of the Russian side of the Women's Council of China-Russia Friendship Committee for Peace and Development (CRFCPD), and Auditor of the Accounts Chamber of the Russian Federation, and the Russian delegation, in Foshan, a city in South China's Guangdong Province, on November 21, 2025. The delegation was in Foshan to attend the 2025 International Women's Exchange on the Family.
Huang explained the guiding principles from the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC), held from October 20-23, to the Russian delegation. The plenary session established the blueprint for China's development over the next five years, and it demonstrated China's firm determination to further advance Chinese modernization based on the progress China has made so far, Huang explained.
She also briefed the delegation on the objectives and tasks concerning women, children and their families that were outlined in the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for National Economic and Social Development. The tasks and objectives, Huang added, reflect China's basic state policy of gender equality and the principle of child-first development, and they set strategic approaches for promoting coordinated development of women and children's cause, family development and social and economic development.
Huang and Orlova talked about the Global Leaders' Meeting on Women (GLMW), held in Beijing in October, and they reviewed how Chinese President Xi Jinping put forward four proposals to accelerate the process of women's all-round development, and pragmatic measures to support global women's development, during his keynote speech at the opening ceremony of GLMW. Orlova said she was honored to attend GLMW, at ACWF's invitation, to witness the new milestone in the development of global women's cause, with women from around the world. Xi's speech was heartwarming, and it showcased how Xi, as a leader of a major country, cared for and respected women. This is the strongest support for women's cause, which had deeply affected her and which she will remember forever, Orlova added.
Both sides exchanged views on several topics, including the countries' family and population policies, women's education, women's employment and entrepreneurship, and building a child friendly society.
Olga Krivonos, Deputy Chief of Staff of the Government of the Russian Federation, and Elena Dybova, Vice-President of the Chamber of Commerce and Industry of the Russian Federation, also attended.
