ACWF VP Encourages Hubei Women to Contribute to Social Development

More than 800 women representatives attended the 11th Provincial Women's Congress held in central China's Hubei Province on December 17-19, 2013, during which Vice President and Member of the Secretariat of the All-China Women's Federation (ACWF) Meng Xiaosi encouraged local women to contribute to the province's social and economic development.

In her address to the congress, Meng recognized the achievements that the Hubei Provincial Government and Hubei Women's Federation have made in improving local women's and children's development and proposed suggestions for the province's future direction. She encouraged women's federations and organizations to implement the key points of the 18th National Congress of the Communist Party of China (CPC) and the Third Plenary Session of the 18th CPC Central Committee in their efforts to better serve women.

Meng said she hoped local women would 'hold up half the sky' in the great practice of developing socialism with Chinese characteristics, promote the basic national policy of gender equality and dedicate themselves to social and economic development.

Meng also urged women's federations to lead Hubei women to pursue their 'Chinese Dreams' and follow the CPC's 'mass line', a guideline under which the CPC is required to prioritize the interests of the people and persist in exercising power for them.

Deputy Secretary of the Hubei Provincial CPC Committee and Governor of Hubei Province Li Hongzhong also delivered a speech during the opening ceremony of the congress, saying that women have an important role to play in China's comprehensively deepening reform and pledged that the government will increase its investments in female talent development.

Peng Limin was elected as the new president of the Hubei Women's Federation during the congress. The 11th Executive Committee of the Hubei Women's Federation was also elected during the event.

The Hubei Women's Federation has been making great efforts in recent years to improve the livelihoods of local women and children. Earlier this year, 10 projects aiming to further promote women's and children's development were launched.

The projects are:

• Extending the free breast and cervical cancer screening program to 500,000 rural women in 29 impoverished counties across the province

• Promoting women's employment and entrepreneurship by providing skills training to 30,000 women

• Distributing at least 1 billion yuan (US$ 160 million) in small loans to help women start their own businesses

• Highlighting the role of 20 provincial-level agricultural demonstration bases to help 10,000 women increase their incomes

• Establishing 100 provincial-level 'Women's Homes' and 100 more in poverty-stricken areas within the province to provide better integrated services for local women

• Building 10 provincial level service stations for left-behind children, whose parents have left their rural homes to seek better paying jobs in cities, and recruiting 10,000 volunteers to act as surrogate mothers to the children

• Providing financial aid to 300 disadvantaged female college students and sweaters to 1,000 underprivileged children, as well as caring for AIDS orphans and helping to improve the social skills of 30,000 left-behind children through sports

• Building new houses for 200 single mothers and offering legal aid to women and children in need

• Launching the Health Express for Mothers project in the province to improve the health and quality of life of women and children in poverty-stricken areas of Hubei, and raising funds to donate 20 mobile clinics to the project.
