The women's federation in the county of Dafang, southwest China's Guizhou Province, recently released a work report about its latest reform initiatives and associated results.
These days, in Dafang it has become common sense for local women to rely on the grassroots organization in many aspects. Residents believe it is not merely a slogan: "When you have difficulties, please turn to women's federations."
The goal of the reform is to better promote the organization in playing the role of "half-the-sky" and serving the overall situation of reform and development, said an official.
Reform initiatives have closely followed the spirits that were highlighted at meetings of the All-China Women's Federation and provincial federations.
Officials have advanced reform in terms of establishing the organization network; consolidating the grassroots base; changing their work styles; and, uniting women's joint efforts.
The federation had completed its reform by the end of May, the official added.
Nowadays, out of the county's overall 420 grassroots women's federations, 377 organizations are in townships and villages; 32 are in departments directly under the county government and county Party committee; and, 11 are in the so-called "two new groups" – new social and economic areas.
Grassroots Organization Network Showing Work Vigor
A home textile factory in the township of Huangnitang has grown from an initial nine employees to the current 114 staff members.
"My factory aims to boost local women's employment, thus we recruit a majority of female residents here," said the boss Wan Tingzhen.
Since she was elected as vice-president of Huangnitang Community Women's Federation during the reform period, Wan has been committed to developing the local textile industry and inspiring women to shake off poverty.
Statistics show 96 percent of employees at the factory are women, including 11 who are physically challenged and 22 from impoverished families. Their employment is part of the effort to carry out local targeted poverty-relief initiatives.
Many regard the changes in the factory as epitomizing the reform progress achieved by the local grassroots organization.
In specific, the county has improved its organizational network which has expanded to government departments, public service units, and the "two new groups."
Moreover, all the federation presidents at the levels of village and community have been elected as executive committee members to local township organizations.
Leaders of villagers' team have been promoted as executive committee members to village-level federations.
The organization also hired several capable women from various fields as vice-presidents or executive committee members to show their work strength in alleviating women's poverty.
Improved Work Mechanism Consolidating Grassroots Basis
The grassroots organization had completed the so-called "six 100 percent" record of reform tasks by May.
The term means that the county federation has fully formed the leadership mechanism consisting of full-time, part-time and temporary officials.
Township federations have also completely set up executive committees, and female members are squarely involved in the "two committees" of local villages (village Party branch and village committee).
All the federations at village levels have established their work mechanisms.
Women's executive committees have been fully set up among villages.
The construction of Women's Home activity centers have been completed among villages, too.
Specific figures about the federation reform shows the county-level federation has increased its leadership officials from three to eight in terms of one president, two vice presidents, one temporary official and another four part-time officials.
The amount of the executive committee members of the organization so far has grown from 21 to 26 members.
Elections at levels of county and township have selected 179 members to local federations.
A total of 787 women have started serving at the village-level "two committees," including 392 female officials in village authorities.
The federation has established 286 Women's Home activity centers in villages and communities.
Besides, another term to indicate the federation's progress is the "five implementations."
The concept indicates that the president of a grassroots federation should be a woman from the organization's leadership team and she should be guaranteed matching remuneration.
One full-time vice-president is needed for every township-level federation.
Grassroots federation presidents involved in village-level "two committees" are also guaranteed matching salaries.
The work expense is 10,000 yuan (U.S.$ 1,492) for every township-level federation and 2,000 yuan (U.S.$ 300) for each village-level organization.
Changes of Work Styles Inspiring Internal Drive of Federation
Dafang Women's Federation has established a work scheme called a regional organization's joint work conference. It means the president will preside over regular meetings to discuss with officials about difficulties and problems at work.
Another regional scheme is the rotating presidency system which allows either full-time or part-time vice-presidents and executive committee members to form a team and make use of their advantages in various aspects. The team will highlight themed activities every month.
In addition, the federation's connecting system requires officials to establish links with more people.
Each member of the standing committee or executive committee should connect with one child, whose parents have left them at home to seek jobs in other cities; one woman whose family members work in cities; and one impoverished household.
Officials also need to promote at least one initiative for the benefit of local residents.
The federation urged officials to pay regular visits and spread the warmth of the Party to disadvantaged families.
Statistics show the federation has so far organized 35 joint work conferences; conducted 127 research projects about women and children. Rotating presidential groups have carried out 32 federation initiatives. Federation officials have visited 1,136 impoverished women and children and promoted 387 initiatives.
In conclusion, the grassroots organization in Dafang has inspired capable women from various fields to contribute efforts in local poverty-relief initiatives. Women have become a major force in promoting local economic development.
