Vice-Director of China's State Ethnic Affairs Commission and Member of the National Working Committee on Children and Women under the State Council Chen Gaihu headed a delegation of officials from the committee and its member departments to go to south China's Guangxi Zhuang Autonomous Region on an inspection tour of the implementation of National Programs for Women's and Children's Development (2011-2020) from April 25-29.

"Under the leadership of Guangxi Zhuang Autonomous Regional Committee of the Communist Party of China (CPC) and Guangxi Zhuang Autonomous Regional People's Government, the working committees on children and women across entire region have closely implemented the programs, and comprehensively increased people's access to health, education, social and economic participation over past five years," said Vice-Secretary of Guangxi Zhuang Autonomous Regional Committee of the CPC and Director of Guangxi Working Committee on Children and Women Huang Shiyong at a gathering held in Nanning, capital city of the southern autonomous region, on April 26.

The Programs, released by the State Council in August 2011, aim to narrow the development gap between women and children in urban and rural areas. They set 57 goals and 88 measures touching upon seven fields including education, politics, and social security. Later, Guangxi promulgated its two outlines about women's and children's affairs.

By the end of 2015, Guangxi had met 39 of the 58 targets set in the National Program for Women's Development (2011-2020) and 61 of 85 goals set in the Guangxi Program for Women's Development (2011-2020). At the same time, they achieved 29 of 34 goals set in the National Program for Children's Development (2011-2020) and 42 of 49 goals set in the Guangxi Program for Children's Development (2011-2020).

Furthermore, efforts have been undertaken by local governments to help pregnant women receive prenatal check-ups and poverty-stricken women receive regular scans for breast and cervical cancers. They are also working out solutions to assist more children in kindergarten admissions and for helping rural "left-behind" children (those whose parents have left them alone at hometowns to find employments in far-off cities) in their academic studies as well as personal lives.

In addition, members of the delegation also held talks with local officials about women's participation in social and economic affairs, the institutional construction of working committees on children and women, and increasing women's and children's access to social security, education, and legal protection at separate meetings.

The latest inspection tour was part of an event organized by the State Council to observe the work of 31 provinces, autonomous regions and municipalities on their implementation of two national programs concerned.
