Discrimination and violence against women still exist worldwide, and obstacles to raising women's status are nowhere near to being eradiated. As peace and development have become themes of this era, women in all countries have realized they must seek equal rights and opportunities with men, and they must participate in State affairs and social life, if they are going to improve their status.

— Chen Muhua, Vice-Chairperson of the Eighth NPC (National People's Congress) Standing Committee, then-Chinese Vice-Premier and then-President of the All-China Women's Federation (ACWF), made the above comments during the 96th Inter-Parliamentary Union Conference in Beijing, on September 15, 1996.
