He Xuebin, a deputy of the National People's Congress and deputy director of a literary and artistic creation office in Meishan, southwest China's Sichuan Province, has proposed increasing paid leave for parental visits to meet the demands of China's ageing society.
He said that China's newly-revised Law of the People's Republic of China on Protection of the Rights and Interests of the Elderly added the regulation that children should "go back home often."
Meanwhile, as of 2017, the number of over-60s in China stood at 240 million, and among them a large proportion lives alone.
"Many 'empty-nest' elderly people are not poor economically. They are lonely. Especially, when ill in hospital, they need children to take care of them and comfort them, and children can't be replaced by monetary support or personal care providers," He said.
According to the information released by national office for the affairs of the senior citizens, as of 2017, eight provinces had established a nursing leave system for the elderly in one-child families, according to the local legislation.
He proposed that the system needs to be spread across the country in order for more people to enjoy its benefit.
He said, in order to increase paid parental leave, several problems must be considered.
First, many private enterprises face big financial pressure, so they might discriminate or refuse to hire people who are only children.
Second, whether the child was an only child or not, he or she had the duty to take care of the elderly and should not ignore his or her and their parents' needs.
He proposed to reward and give tax preferences to these enterprises who carry out paid leave for parental visits better, and punish those who performed poorly.
