Li Lu, a deputy to the National People's Congress and director of the cardiovascular department of the Second Affiliated Hospital of Shenyang Medical College, believes that early identification and effective prevention and control are the best ways to avoid epidemics.

Li suggested building a third-party (public-interest) platform for disease early-warning and reporting, as an efficient supplement to the national public health management and the Center for Disease Control and Prevention (CDC) information system.

Grassroots medical staff would be able to access the platform, which enables them to give warning in time and provide first-hand information on new and unknown diseases as early as possible, she added.

Li noted that the platform would make the most of big data by connecting mobile phones, computers and other fixed and mobile network terminals. It would enable the medical staff to check updated and dynamic information in a timely manner after comprehensive analysis of the epidemic outbreak.
