Labor-Intensive Enterprises Urged to Provide Better Care to Rural Children

The All-China Women's Federation (ACWF) has joined hands with a group of government departments and organizations to roll out measures to offer better care for disadvantaged children and left-behind children whose parents have migrated to other places for work.

The ACWF and China's Ministry of Civil Affairs, the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, the All-China Federation of Industry and Commerce, the All-China Federation of Trade Unions and the Central Committee of the Communist Youth League of China urged labor-intensive enterprises to play an active role in carrying out the measures.

In recent years, state-owned and private labor-intensive enterprises have adopted various means of education and given guidance to support migrant parents in strengthening their responsibility for family guardianship. They have also shown concern and care for rural children who are left behind and in need, and tried to make improvements in the care-service system for those children.

In April 2018, under the guidance of the Ministry of Civil Affairs, the SASAC and other departments, China State Construction Engineering Corporation launched a program to publicize legislation on family responsibility among migrant workers and promote child care and policies through lectures nationwide.

In the past two years, more than 200 lectures were given to more than 80,000 migrant workers at construction sites, benefiting more than 60,000 migrant families and nearly 150,000 left-behind children.

Based on the program, the six departments and institutions jointly issued guiding opinions on further strengthening labor-intensive companies' service targeting rural children who are left behind and in need.

According to the document, labor-intensive enterprises should strengthen their efforts in educating migrant workers about the main family responsibilities as parents and guardians and guide them to fulfill their responsibilities and obligations to support their minor children.

All guardians are to be made aware of the need to prioritize children's affairs and to learn the laws, regulations, policies and correct practice of the development and protection of children, which will help improve their guardianship ability.

The document also calls on labor-intensive enterprises to constantly improve laborers' working and living conditions, and provide greater support for them to fulfill their family responsibilities.

During the Spring Festival, National Day and other important holidays as well as the summer vacation, the enterprises should help migrant workers get tickets easily.

It also encourages them to help realize reuniting of the migrant workers and their children and suggests that migrant parents should accompany their children as much as possible during the holiday.

According to a recent joint meeting on services for children in need, efforts should be made to strengthen the guidance, supervision and intervention in home care, and parents should be urged to fulfill their primary responsibility of family guardianship.

The meeting also emphasized the duty of the government in offering temporary guardianship to those who have ineffective or no home care.
