ACWF President Urges Grassroots Women's Federations to Reform, Implement CPC Requirements

Shen Yueyue, vice-chairperson of the Standing Committee of the National People's Congress (NPC) and president of the All-China Women's Federation (ACWF), addressed a special symposium on September 26 in southeast China's Fujian Province.

In her speech, Shen urged attending officials from local women's federations at all levels to "strengthen and enliven the federations, as well as increase their recognition and influence among women from the general population, so as to increase their happiness in sharing the fruits of ACWF reform."

During the forum, Yang Xianjin, vice-governor of Fujian, explained the related situation of implementing the spirits of President Xi Jinping's recent important remarks and actively pushing forward the reform of the ACWF.

Wu Hongqin, president of Fujian Women's Federation; Chen Hong, president of the women's federation in the city of Fuzhou; Huang Chenying, president of the women's federation in the city of Fuqing; Chen Liqin, vice-president of the women's federation in Fengshan Town near Fuzhou; and, Chen Lu, president of the women's federation in Xiangao Village near the city of Changle, delivered individual work reports from different perspectives.

Shen spoke highly of Fujian Provincial Party Committee for earnestly studying and carrying out the spirits of President Xi's important instructions; attaching great importance to the work and reform of mass organizations; and, promoting orderly, powerful and effective implementation of ACWF reform.

Meanwhile, she also praised Fujian Women's Federation for making positive explorations, bold innovations and persistent efforts in promoting ACWF reform.

Women's federations at all levels should integrate the spirits of Xi's instructions put forward on August 22 with series of his remarks, and combine the spirits of the president's remarks made on July 26 with those of his remarks on mass organization work and reform when studying and implementing these spirits, Shen noted.

She urged federations to guide their work with the essence of these spirits; vigorously carry out tasks; enhance political, progressive and mass characteristics; and, earnestly implement the Central Party Committee's requirements for mass work and reform, to open up a new stage for ACWF reform.

Then, Shen put forward further requirements on women's work from four aspects.

"In work concepts, federations at all levels should take contacting and serving women as the lifeline for their work and always think of women so as to solve the question as whom they represent, contact and serve," she noted.

"Federations should carry out activities and deploy work in ways and methods which women are pleased to see, taking their degree of satisfaction as a standard measuring of work the federations.

"In terms of operating mechanisms, federations should enhance pluralistic and interactive communications with women to involve them into work design, activity participation and work effect appraisal.

"Federations should also build and improve systems and mechanisms for direct contact with women to help them solve real problems, unite with them and constantly strengthen related work abilities."

Shen also urged attendees to pay great attention to the building of online women's federations.

She said: "Federations at all levels should vigorously carry out online women's work, to grasp the battlefield for, and unite people around, the Party."

"Online and offline work forms should be integrated to better spread the voices of the Party; vigorously promote core socialist values; and, pool positive energy online.

"Federations should voluntarily occupy battlefields and make women and children's voices heard in time to safeguard their legal rights and interests as well as creating a sound online environment.

"Online and offline activities should be carried out simultaneously to make women's work more targeted and truly realize President Xi's requirements of ’millions of responses to one call’.”

Shen hoped that by closely centering on greeting, publicizing and implementing the 19th National Congress of the Communist Party of China, women's federations at all levels can carry out various tasks in a sure and steady fashion to serve the overall interests of the country and its female citizens.

She also hoped that they can further deepen ACWF reform; unite and lead women from the general population to follow the Party's instructions and leadership; and, greet the upcoming 19th CPC National Congress with outstanding achievements.
