ACWF President Presides over Latest Symposium among Part-time VPs

The Communist Party of China (CPC) Central Committee held the first work conference on the nation's mass organizations two years ago.

Representatives from women's federations listened to keynote remarks by President Xi Jinping, who is also general secretary of the CPC Central Committee.

The All-China Women's Federation (ACWF) held the latest symposium for Beijing-based part-time vice-presidents on August 29. Officials offered suggestions about the mass organization reform with concern for their respective work conditions.

Journalists of Women Voice, the media publicity platform of the ACWF, said they felt the full-range of work vigor and positive energy after listening to the voices and speeches from representatives.


Focused on the keyword of “reform”, what exactly was the work content at the conference? How should officials carry out practical reform initiatives in a thorough and profound way?

Shen Yueyue, vice-chairperson of the Standing Committee of the National People's Congress and president of the ACWF, conveyed the significant remarks of president Xi Jinping in terms of the Party's mass organizations, their reform, and the recent Party work conference in this aspect which was convened on August 26.

Mass organization reform must adapt to new situation. The reform should strengthen the "three work initiatives" referring to motivation, prospects and innovation at work; solve "four problems" of lacking fixed administrative officials, workplaces, activity expenses and capable officials.

Jin urged officials to regard politics as a particularly prominent issue.

In the situation of full-range intra-Party strictness, Party building will lead and advance the reform of women's federations in a profound and thorough way.

More efforts are needed in respect to ideologically political construction, effective coverage of the organization, transferred functions and work styles, and institutional personnel reform.

Officials should act in accordance with Xi's remarks, especially those highlighting issues of mass organizations, women, family, and development which were made ever since China held the 18th CPC National Congress in 2012.

Officials should unify their thoughts to the requested level of the General Secretary in the spirit of reform.

Meanwhile, reform timeliness needs strengthened efforts in centering on core issues; serving the overall situation of functional transfers; and, work style changes.

Work of mass organizations concerns the comprehensive development of people. The ACWF should take efforts in promoting women's all-round development and improving women's soft power. The federation reform needs to keep up with the pace of times whilst carrying out practical initiatives via big data.

The ACWF should improve its extensive coverage among people, so that regular women can reach out to, rely on, and further reward the organization.

An efficient and complete organizational framework can connect every woman and inspire their enthusiasm in creating the situation which shows "a single spark can start a prairie fire."

The ACWF president gave her full approval to suggestions from officials.

She urged women's federations at different levels to study and implement Xi's remarks on July 26 as a primary political task; make efforts in studying, comprehending, and implementing the spirit; and, unite thoughts and actions into the spirit of the speech to better carry out federation initiatives.

Officials should strengthen their "consciousnesses of the ideology, the whole, the core and the line"; resolutely safeguard the authority and unified leadership of the CPC Central Committee with Xi as the core leader; consciously keep a high level with the CPC Central Committee in terms of thoughts, politics, and action; and, firmly boost up the confidence among people on the road, the theory, the scheme and the culture of the socialism with Chinese characteristics.

Shen called on officials to promote the overall plan of "Five-in-One Principle" and the coordinated development of the strategic "Four Comprehensives" to lead women in following the CPC leadership.

The principle means officials should promote all-round economic, political, cultural, social, and ecological progress. The "Four Comprehensives" refers to a complete four-pronged strategy that aims to comprehensively accomplish a moderately prosperous society, deepen reform, advance rule of law, and strengthen strict Party governance.

The organization must meet the requirement of intra-Party governance in a firm and comprehensive way; consciously sticking to the CPC leadership; adherence to political discipline and rules; and, creating a clean political style with serious politics in life.

Shen stressed the importance of a profound learning and comprehending of the keynote remarks by Xi on carrying out initiatives in relevance to Party's mass organizations and their reform.

Officials can strengthen their ideological consciousness and actions with strong responsibility and self-conscious initiatives.

More efforts are needed to implement every requirement of mass organization work and reform which were put forward by the CPC Central Committee with Xi as the core leader.

To uphold the CPC leadership and stick to the right political direction, officials need to improve their political stance; fulfill their political responsibilities; and, actually highlight the issue of politics throughout the overall process and multiple aspects of women's federation work and reform.

They need to unite and lead women to resolutely follow the CPC leadership; consolidate the Party's ruling basis of people; be daring to overcome difficulties; and make efforts in solving problems, achieving practical work results, and constantly improving their political advanced nature of serving people.

In the next stage, Shen urged the organization to solve the problem of institutionalization to prevent the isolation from women; connect women in a more extensive way; serve women in a more efficient way; and constantly enhance organizational power and influence.

A distinctive orientation is to highlight the role of women's federations at grassroots levels in order to further consolidate the work basis of the organization.

The organization needs to improve its online initiatives so that more women can connect to the federation, participate into activities and reach services via Internet, further realizing the situation of "A hundred responses to a call" as put forward by Xi.

Shen also urged federations to make solid progress in meeting the overall situation of serving women; enhance the ideological and political leadership; step up further to serve the overall work situation in relevance to the Party and the nation; keep the thought of development with people at the core; and, constantly break new ground in carrying out federation initiatives.

Officials should support women in attaining more senses of achievement and happiness; uniting and leading them to advance the socialism with Chinese characteristic; and, greet the upcoming 19th CPC National Congress.

Currently, the ACWF has a total of nine part-time vice-presidents.

Reziwan Aibai, vice-president of the Chinese People's Political Consultative Conference Xinjiang Uygur Autonomous Regional Committee;

Jin Nuo, secretary of the Party committee of Renmin University of China;

Cheng Hong, president of the All China Federation of Industry and Commerce and deputy mayor of Beijing;

Xie Ru, deputy-governor of east China's Jiangxi Province;

Cui Li, deputy-director of the National Health and Family Planning Commission;

Yin Hong, vice-president and secretary-general of the Central Committee of Jiu San Society;

Fan Jiying, director of the United Front Work Department in northeast China's Liaoning Province;

Song Yushui, vice-president of Beijing Intellectual Property Court;

Liu Yang, first-level astronaut in the astronaut brigade of the PLA.

The ACWF's part-time vice-presidents are outstanding women from different ethnicities and various fields. They undertake the duties and capabilities of promoting gender equality. They reflect the ACWF's role in covering women extensively and representing them.
