Shen Yueyue, vice-chairperson of the Standing Committee of the National People's Congress (NPC) and president of the All-China Women's Federation (ACWF), delivered a speech at an enlarged meeting of the standing committee of the ACWF held on August 3 in Beijing.
At the meeting, Shen called on officials from women's federations at all levels to thoroughly study and implement President Xi Jinping's keynote speech delivered at the opening session of a recent workshop for provincial and ministerial officials.
Members should also deepen the reform of women's federations at different levels, and embrace the upcoming 19th National Congress of the Communist Party of China (CPC) with positive results.
Women's federations at all levels are required to integrate the spirit of Xi's speech into new governance strategy, holding high the banner of socialism with Chinese characteristics. They should be better aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership, and act consistently with CPC Central Committee policy.
The federations should constantly deepen reform work to better serve women in the country's overall situation, and vigorously lead and mobilize women at large to participate in the construction of socialism.
Shen said that President Xi's keynote remarks delivered on July 26 featured great foresight, a clear theme, rich connotations, deep thinking, and good adaption to the profound changes in the situation of the world, the nation and the Party.
In Xi's speech, a series of new important thoughts, viewpoints, judgments and measures were put forward, which were ideological, strategic, forward-looking and instructive.
The speech was of great and far-reaching significance for unifying the whole Party, reaching consensus, and mobilizing all ethnicities to build a comprehensive well-off society, achieve the great victory of socialism and realize the great rejuvenation of the Chinese nation, said Shen.
Meanwhile, she emphasized that women's federations at different levels should thoroughly take learning and implementing Xi's important remarks as an important political task during current and future periods.
All federations should fully understand the historical reform of the undertaking and development of the Party and the nation; enhance confidence in terms of the path, theory, system and culture along the socialist road with Chinese characteristics; grasp the features of different stages in the social development of China; and, unite women to play their "half-the-sky" role in the cause of building socialism with Chinese characteristics.
All federations should unswervingly adhere to the Party's leadership, follow the basic requirements for overall strict governance of the Party; enhance the four consciousnesses of the ideology, namely the whole, the core and the line; safeguard the core position of General Secretary Xi; apply the spirit of the speech to unite minds and guide work; and, embrace the upcoming 19th National Congress of the CPC with positive reform results.
After listening to the speeches delivered by 31 women's federations at provincial, municipal and district levels, and from Xinjiang Production and Construction Corps, Shen said that in the past year, the achievements of the reform of women's federation system had benefited a lot from the leadership and guidance of the CPC Central Committee with Xi Jinping as the core leader. They had also benefited from the attention and leadership of the Party Committee at different levels, as well as the well-prepared organization and vigorous advancement by the federations.
Shen added that the leaders of women's federations should be politically minded, adhere to the Party's leadership, take up political tasks, and resolutely implement the decisions and deployments made by the CPC Central Committee.
The reform and innovation of women's federations should be stepped up and the ideological guidance should be strengthened to unite and lead women to follow the Party and realize their life values in the great cause of building socialism with Chinese characteristics.
The federations should continuously attach great importance to family construction and play an active role in the promotion of core socialist values.
To promote the reform of grassroots women's federations, the development of women's organizations should be guided and promoted by the development of the Party organizations, with the coverage being expanded, work force being expanded and service functions being strengthened.
More Women's Home centers should be set up and the long-term mechanism should be explored to better and enliven the grassroots women's federations.
More efforts should be made in respect of online work and services by women's federations. Publicity, education and guidance should be reinforced to make women's federations more available to women in a targeting and timely manner.
The federations should further improve their work style, emphasize top-down responsibilities and strengthen construction, upholding the spirit of reform and innovation.
Shen also stressed that the guidance and support for the reform of the county-level women's federations should be reinforced and the roles of part-time officials and the members of the standing and executive committees should be brought into full play.
