The All-China Women's Federation (ACWF) held a national innovation conference to promote the development of village-level and town-level women's federations from September 21 to 22. The event was presided over by Zhang Xiaolan, vice-president and member of the secretariat of ACWF.

The conference, which took place in the Tumd Right Banner of Baotou, north China's Inner Mongolia Autonomous Region, was organized with the aim of accelerating the process of regional integration of rural women's federations across the country.

Song Xiuyan, vice-president and first member of the Secretariat of the ACWF, gave an instructional speech in which she expressed her hope that the construction of rural women's federations could help mobilize the development of more grassroots women's groups, and help to build a stronger and more vigorous pattern for women's work.

The ACWF attaches great importance to exploring new methods and channels for reform. The recent establishment of an all-round service mechanism for grassroots women was an important step taken with strong backing of the local government.

In recent years, Baotou women's organizations have achieved rapid growth and transformed women's work.

During the gathering, presidents, vice-presidnets and officials from organization department from 31 provincial, municipal and autonomous region's women's federations listened carefully to the ideas and experiences around Baotou, and visited local women's homes, women's business incubators, and women's social organizations.

Based on their different situation, the participants shared their opinions in promoting reform and innovation while improving women's living conditions.

While fully affirming the achievements of Tumd Right Banner Women's Federation and after hearing the participants' opinions, Song pointed out that the reform of women's organizations facilitated the construction of women's infrastructures and enlivened grassroots women's work. Furthermore, women's federations in the towns can play the role of a "bridge" between the government and women in the general population.

Song said that the regional integration of women's federations is an effective way of implementing the reform deployment of the CPC (the Communist Party of China) Central Committee on mass organizations, and the path ACWF must take to adapt to the economic and social structural changes. It also meets the development demands of grassroots women and the urgent demand of tackling the conspicuous problems of women's federations themselves, further activating grassroots women's work.

To promote the construction of rural women's federations, women's organizations at all levels should work together to break the administrative barriers and regional blockades, and build a cooperative, open and universal framework on women's issues, Song added.

Song asked those in attendance to uphold the CPC's leadership, grasp the trend of reform, change destructive thinking patterns, broaden their horizons and take a creative attitude to working out problems in terms of the new situation and circumstances.

Touching on specific work, Song hoped that women's organizations could keep close relationships with each other, attract more elite females from different sections of society to help with women's affairs and set up active and efficient working mechanisms.

Attendees also included Li Jiheng, secretary of the CPC Committee of the Inner Mongolia Autonomous Region; Li Jia, the local deputy secretary; and Wang Zhonghe, Party secretary of the city of Baotou.
