Shen Yueyue, president of the All-China Women's Federation (ACWF), urged officials from Qinghai Women's Federation, northwest China's Qinghai Province, to do better in alleviating poverty and safeguarding women's legal rights and interests, during her recent inspection tour.
Shen, who also serves as vice-chairperson of the Standing Committee of the 12th National People's Congress, held a symposium attended by local representatives at Qinghai Women's Federation in the provincial capital of Xining.
Shen encouraged officials to learn and implement the Communist Party of China Central Committee's general spirit on poverty alleviation, especially President Xi Jinping's remarks in this aspect, to shoulder their political responsibilities for serving families, especially women and children.
As President Xi Jinping stressed in the annual parliamentary session joined with delegates from the Qinghai Province in March, insurance coverage and health benefits should be expanded to tackle poverty. Other issues highlighted for concern are the national unity of ethnic groups, grass-roots health conditions, housing for herdsmen, and labor transfer in poverty-stricken areas.
In detail, Xi remarked that disease and disability often cause poverty. Therefore, poverty-alleviation mechanisms should be further improved to cover medical expenses and greater support should be given to poor households in terms of health insurance and the new rural cooperative medical system.
It has been proposed that poverty is often intertwined with overall planning for urban and rural areas, ecological environment, and social security system – instead of being made up of isolated concerns, it requires a comprehensive solution.
Shen mentioned that the period of the 13th Five-Year Plan is an essential stage to reduce poverty. It is necessary to accelerate progress and work together and ensure that underprivileged people in rural regions should be lifted out of poverty by 2020, the year when China's 13th Five-Year Plan draws to a close.
As the poverty alleviation campaign is growing deeper, the task is even more difficult. Due to the fact that some rural residents are suffering from more serious poverty and such matters are complex, Shen said.
She demanded that confidence and resolution should be built, along with proper instructions supported by the government and grassroots women's federations, to help the accumulation of wealth among women in poverty-stricken areas.
Moreover, Shen advocated that a project accurately targeting poverty alleviation among women should be set up, figuring out efficient approaches to assist them after identifying the roots of their poverty.
Furthermore, Shen promoted the cultivation of the most advantageous industries in minority areas, as governments have offered platforms and opportunities to develop modern agriculture, women's handicraft products, domestic service training and online businesses.
Not least, Shen focused on encouraging students to obtain employment through vocational education and make a difference in the building of a prosperously modern society.
In addition, Shen stated that women's federations at different levels should show their concern for, and take an active part in the support of all children, ensuring that children do not fall behind early on with a properly acquired education.
During the symposium, Shen listened to attendees' discussion and opinions, and talked to them about matters in detail. Participants included Ma Shunqing, member of the Standing Committee of Qinghai Province and chairperson of the provincial Federation of Trade Unions; Ma Wei, deputy director of the provincial People's Congress; and, officials from Qinghai Women's Federation.
