The All-China Women's Federation and China Disabled Persons' Federation held a symposium yesterday on suggestions for the country's 12th Five-Year Plan.
Chen Xiurong, vice-president and member of the Secretariat of the All-China Women's Federation, said at the symposium that the 12th Five-Year period is key to both building a moderately prosperous society and realizing significant development of women and children.
The government should make women and children's healthcare, social security and legal protection, and women's employment, education and political participation specific indexes in the 12th Five-Year plan, Chen said.
Representatives of women's federations involved in the work of women and children's development, suggested that the basic policies of gender equality and the principle of children's work be a part of the process of making and carrying out the 12th Five-Year Plan, on the basis of the principles, objectives and requirements of the Program for the Development of Chinese Women 2011-2020 and the Program for the Development of Chinese Children 2011-2020.
Comprehensive plans to protect and ensure women and children's benefits through national undertakings to establish key projects that promote the work of women and children's development should be combined and synchronized with economic and social development.

A representative of the China Disabled Persons' Federation also raised suggestions and ideas from a working perspective on the rescue and rehabilitation of disabled children up to the age of 6-years-old, and laid particular emphasis on free compulsory education for disabled children.
Executive Director of the National Working Committee on Women and Children under the State Council Su Fengjie expressed hope that the 12th Five Year Plan would include as a specific section improvements to children's welfare, the building of a generalized preferential system, and the fundamental issues of children's survival, development, education, protection and participation rights.
The Director of the National Development and Reform Committee Planning Division Director said at the symposium that participants' suggestions and ideas constitute valuable reference material in the process of making the 12th Five-Year Plan for the common task of achieving development targets for women, children and people with disabilities and carrying out related indexes and projects.
The symposium is one of the activities the National Development and Reform Committee is carrying out to amass public opinions in efforts to improve the democratic and scientific level of the 12th Five-Year Plan.
