E China Federation Takes New Measures to Reduce Gender Discrimination in Employment

Zhejiang Women's Federation (ZWF), in east China's Zhejiang Province, has taken multiple measures in recent years to form a joint effort to reduce gender discrimination in employment.

In 2014, a case of gender discrimination in employment in Zhejiang became the first in China that officially confirmed the existence of gender discrimination in recruitment and ordered compensation. This was also a case in which ZWF actively intervened.

In addition, officials of the Human Resources and Social Security Bureau of Pan'an County of Jinhua, Zhejiang, also appointed interviewers to local enterprises to investigate whether there was gender discrimination within the companies.

However, such cases and investigations are not rare in Zhejiang. In 2016, ZWF forwarded All-China Women's Federation's document about interim measures of women's federations to promote women's fair employment, and explored the establishment of an interview mechanism.

The move successfully prompted women's federations at various levels to actively advanced the formation of local policies to promote fair employment for women by establishing a gender discrimination interview mechanism, in an effort to ensure the employment of women after the implementation of the universal two-child policy.

Women's federations in the cities of Wenzhou, Hangzhou, Taizhou, Jinhua and other places all publicized interview cases. Officials of Taizhou Women's Federation talked to the heads of the women workers' committee of trade unions of the two enterprises, and proposed that they should clarify the maternity leave length for their employees.

At the same time, ZWF also included promoting women's equal access to fair employment opportunities in the 2017 Zhejiang Safe Family Work Evaluation, which greatly increased the importance that all departments attach to the elimination of discrimination in women's employment.

In addition, ZWF fully used the gender equality consultation and evaluation mechanism of policies and regulations to promote protection of rights from the source.

In the newly revised Measures for the Protection of Female Workers in Zhejiang Province, the evaluation expert group submitted written opinions several times during the process of its revision. After repeated research and discussion by the ZWF and the provincial legislative affairs office, a number of opinions were adopted.

In addition, with the efforts of the ZWF, Zhejiang has achieved full coverage of the gender equality consultation and evaluation mechanism for provincial, municipal and county-level policies and regulations by 2015. Nowadays, it is a legal procedure to conduct gender equality consultation and evaluation during the formulation of policies and regulations.

ZWF stated its intention to jointly issue the Opinions on Strengthening Women's Equal Employment Rights with the help of the provincial department of human resources and social security, federation of trade unions and other departments to enhance women's labor rights protection.

At present, this work has been included in the promotion of the rule of law in Zhejiang, and will be completed by the end of December.
