Can CPC Officials Hold Celebratory Parties?

The Chinese New Year will commence in three days. According to tradition, many families will have guests for dinner. But can CPC cadres or officials invite guests for banquets to celebrate the festival?

Recently, an article published in the official newspaper of the Central Commission for Discipline Inspection of the Central Committee of the CPC (CCDI) gives detailed explanations on the related terms in the Party Discipline Punishment Regulations, stating that Party officials and cadres are not prohibited from organizing or hosting celebratory parties during legal holidays or on weddings or hosting funerals, but they cannot use their subordinates or working time or public property such as public cars, space or money to organize such events and try to show ostentation and lavishness that would cause strong opinions or disgust from the public. Such deeds will cause direct or indirect damages to public interests or other people’s interest and ruin the image of the Party.

However, the article said that the stipulations should not be "one-size-fits-all," and will respect members' rights to participate in legitimate societal events, while curbing unnecessary extravagances.

The article continues to explain that any transgressions with regard to financial gain will be punished based on the nature of the break of rules, not the quantity of the money or goods attained.

According to the official website for the CCDI, from the implementation of the eight regulations set out in 2012, until the end of 2015, the country had investigated 9,763 cases regarding extravagant celebrations, with 11,445 people undergoing investigations and 7,758 receiving disciplinary action.
